RHC Modifier CS for Pre-op screening

RHC.Are we suppose to add Modifier CS to an E&M visit when the surgeon orders to have a COVID-19
test done prior to surgery? I was thinking we should add the Modifier CS along with Diagnosis Code Z11.59?
since the COVID-19 test is mandated by CDC to have one before patient can have surgery.
Please help a confused Coder.

Is the purpose of the E & M only for the COVID testing or are other pre-op or evaluation services being performed at the same time?

Patty Harper Other pre-op &/or evaluation services are being performed during the same visit. Example. patient comes in to see the surgeon about gallstones and during the visit they decide it's best to remove gallbladder, so the surgeon along with the diagnosis of gallstones & what other diagnosis they do, he also explains that patient will need a COVID-19 test before the surgery. Hope this helps.

As is understanding it, the -CS is appended to the E & M code when the evaluation and management service is COVID-related meaning that the patient is coming in because they may be having symptoms or exposure or a feared complaint which leads to a decision to test. If the E & M service is not related to COVID, then I am not certain the -CS would apply. The patient did not come in for a COVID-related condition. The COVID test is incidental to the pre-op. There is no coinsurance on Medicare labs. If you put the -CS on the non-COVID E & M, then you are waiving a coinsurance that the patient should have been responsible for.
