Responded to this inquiry by phone but for anyone who may want the answer, wanted to post the response.

At the current time, Licensed Professional Counselors (LPCs) are not recognized providers in the RHC setting (or any setting by Medicare). A state could, under state option, authorize and recognize LPCs as mental health professionals for purposes of Medicaid visits but that again, this is state option. You would need to check with your state Medicaid program to see if LPCs are recognized by your state's Medicaid program to provide billable services in the RHC setting.

As of January 2021, we have a full-time LPC in our clinic. Colorado allows
LPCs to bill for services provided in a RHC. We are still working out the
kinks, but please contact me if you have any questions.
