Meet Kelsey Beggs-King, NARHC’s 2026 Health Policy Fellow
The National Association of Rural Health Clinics (NARHC) is thrilled to announce Kelsey Beggs-King, MBA, CRHCP, as the 2026 Bill Finerfrock Health Policy Fellow! Kelsey serves as the Clinic Administrator for an independent RHC, Sudan Medical Clinic, in Sudan, Texas. She brings a lifelong passion for healthcare that led her to travel around the world, along with years of valuable experience working in an RHC.
Kelsey has been an active and valuable member of NARHC for years: She attended NARHC’s 2025 Policy Summit, where she participated in meetings with her Members of Congress from Texas about pressing RHC policy priorities; she spoke at NARHC’s 2025 Fall Institute to share front desk best practices with her RHC peers; and she’s sent countless advocacy messages to her Members of Congress through NARHC’s VoterVoice platform. Kelsey also serves as a Board Member for the NARHC Research & Education Foundation, Texas Association of Rural Health Clinics, and Area Health Education Center of the Plains.
Kelsey shared “I want to translate what I see every day in my clinic into policy insights that help strengthen the rural health system nationwide. My ultimate goal is to ensure that every policy designed for rural America is informed by the people living and working within it. This fellowship represents my next step in that journey - from local operations to national advocacy - and I am eager to contribute my experience, voice, and dedication to NARHC’s mission of sustaining and improving Rural Health Clinics across the country.”
Kelsey will be the first Bill Finerfrock Health Policy Fellow to represent an independent RHC, bringing a unique voice and perspective to Capitol Hill. We look forward to the valuable expertise Kelsey will contribute to NARHC during the Fellowship.
